As members of the public and grassroots users increasingly expect richer modes of presentation, how to achieve intuitive macro-scale situational awareness, readable analysis of evolving weather conditions, and practical assistance for everyday questions in a Web environment has become an important topic in meteorological information services and information systems practice. Guided by theories of information visualization and information systems development, this thesis designs and implements a browser/server (B/S) architecture for meteorological data presentation. The presentation layer is built with mainstream single-page application technologies. It integrates ECharts to realize multivariate statistical charts and temporal visualization of meteorological elements, and leverages Cesium to construct a global 3D globe browsing module. The business and data service layers rely on a mature server-side application framework. The system integrates open surface-observation data from the China Meteorological Administration, commercial meteorological data services, a relational database, and in-memory caching, forming an end-to-end technical chain from data relaying and persistence to multidimensional visualization and intelligent question-answering support. The public front end provides nationwide integrated situational displays, detailed meteorological elements with forecast analysis, lifestyle weather indices, conversational lifestyle-oriented QA for registered users, agrometeorological decision support, global 3D globe browsing, weather-related news, and province-focused thematic views; the back office supports content maintenance, parameter configuration, data synchronization, and cache management. For intelligent services, the work adopts retrieval-augmented generation, combining a knowledge snippet repository with urban meteorological context to deliver dialogue-style QA oriented to daily-life scenarios, thereby strengthening interpretability and context-aware service delivery. This study offers a feasible engineering reference for combining meteorological data services with Web visualization technology and contributes positively to improving the public readability and interactive experience of meteorological information.
