基于T113移植的rt-thread

#### 软件架构
软件架构说明
1. RT-Thread env 工具需要v1.2.x版本，基于python2.7，目前官方默认是v2.0.0，需要注意，否则编译出错
2. 内核版本V4.0.2

#### spl编译命令

1.  cd t113-spl
2.  scons -c scons
3.  out sunxi--spl.bin

#### 使用问题说明

1.  出现下列编译错误，删除.sconsign.dblite即可解决
```
scons: Reading SConscript files ...
scons: done reading SConscript files.
scons: Building targets ...
scons: *** [SConscript] ValueError : unsupported pickle protocol: 4
scons: building terminated because of errors.
```
2.  编译mksunxi.c出现`Cl`错误，需要安装GCC X86依赖，env未安装，解决办法自行安装
