Task Description

Translate the programming guide 构建训练与评估网络 into English, the file name should be the same as Chinese. Then submit it to https://gitee.com/mindspore/docs/blob/master/docs/mindspore/programming_guide/source_en/train_and_eval.md. You can still use the images from the Chinese version.

Please note that the document should be in markdown format and should pass the MindSpore CI. For more specifications, please refer to Contribution Doc.

Task Goal

Complete English documents, to let users at home and abroad to better learn and experience MindSpore.

Precautions

1. The task is completed by one person.
2. Please enter "claimed" in the issue comment area to receive the task.
3. Please refer to the pull request tutorial for PR submission.
4. Comment "/retest" under the PR after submitting the PR.
5. To complete the task, you need to comment on the submitted code PR under this issues, and the created PR needs to be associated with the issues.
