Background

  Currently, communication operators are not supported in many specific scenes over VM. They are now only used for reverse gradient derivation auto-inserted by the framework when generating reverse graphs. They are not supporting called directly by users in script. However, in many net secens, users do have needs for calling these communication ops directly. Thus, VM should supply a good support for those demands.
