Python-ryu ImportError: No module named pip

openEuler 20.03 LTS SP2上启动openstack-neutron-openvswitch-agent服务报错，ryu依赖pip， ImportError: No module named pip。经排查，pip版本过高导致，或者本地降级pip，或者patch ryu。最终选择在python-ryu中增加patch解决。
