Describe the current behavior

We should pass the cost and stats information to the the Dynamic Filter creation. And then we can use CBO to remove the dynamic filters that we do not need, e.g., if the table is pretty small and already has the static expressions, the table should be filtered enough and we don't need to enable the dynamic filters.
