sqlcipher 2.1.0 win32 for wechat database decryption

根据sqlcipher-windows 2.1.0版本编译的exe文件，sqlcipher源码取自 [sqlcipher-windows](https://github.com/CovenantEyes/sqlcipher-windows/releases/tag/v2.1.1)，openssl 1.0 win32 二进制库文件取自 [npcglib](https://www.npcglib.org/~stathis/downloads/openssl-1.0.1g-vs2008.7z)，修改为cmake项目，clion可一键导入
