vs2019 setup打包时

错误：
ERROR: 'mstscax.dll' should be excluded because its source file 'C:\Windows\SysWOW64\mstscax.dll' is under Windows System File Protection.

这是为什么呢，windows文件保护我也禁用了，依然存在这个问题
