【WeiVectorTileLayer 第三方图层】加载shp后报错undefined

## 问题
使用new mars3d.layer.WeiVectorTileLayer加载本地shp文件，后addLayer时报错

```
TypeError: Cannot read properties of null (reading 'east')
```
