【标题描述】指定atune-0.3-0.2版本安装时atune-db的版本不统一，出现冲突导致安装失败
【环境信息】
软件信息：
1） OS版本及分支:openEuler-20.03-SP1
2） 内核信息:4.19.90-2112.8.0.0131.oe1.x86_64
【问题复现步骤】
1、当前环境未安装atune和atune-db
2、安装atune-0.3-0.2.oe1.x86_64
yum install -y atune-0.3-0.2.oe1.x86_64
