【非问题】

1. console-getty.service根据手册描述本身是给容器使用的服务，无需手动启动它：

If execution in a container environment is detected, it will instead enable console-getty.service for /dev/console, and container-getty@.service instances for additional container pseudo TTYs as requested by the container manager (see Container Interface). 

2. 手动启动失败原因：

虚拟机上开始时本身已经有一个agetty在运行，虚拟机上默认使用getty\@tty1.service启动agetty。再启动console-getty.service时会因为存在agetty程序存在冲突而失败。总的来说getty\@tty1.service和console-getty.service存在冲突不能同时启动。
