turbo策略为Steady时定频运行，触发功耗封顶降频，cpuinfo_cur_freq无法反馈真实频率

使用openeuler22.03 sp2, arm64服务器
芯片支持turbo，使能BIOS选项中的turbo，选择turbo策略为Steady(固定模式)，启动到OS，在2900定频运行

触发整机功耗封顶，预期频率会下降，mhz查看确实有下降到400mhz

但是绑核查看cpuinfo_cur_freq仍然是2900，未能显示真实频率

升级BISO至11.36后问题已解
