【24.03-LTS-RC3】DDE桌面单击任务栏电源按钮无反应

【问题复现步骤】
1.右键单击任务栏电源按钮
2.单机锁定
【预期结果】
右键单击任务栏按钮时，桌面锁定且弹出关机重启等选项
【实际结果】
桌面没有锁定且没有任何现象
