附件为事件速率限制的相关代码分析及pr730的测试报告
https://github.com/systemd/systemd/issues/28264 这个限速导致的issue可以关注测试一下
根据issue信息可以确认该问题影响小系统到切根的这段时间（开机流程），可能需要耗费较长时间（限速配置的时间，默认1秒），暂时可以明确的是该issue不会影响系统启动后的运行。
另外issue中也没看到复现方法，我暂时也不知道如何复现，可能需要配置credential相关的配置？根据issue的描述，这似乎也是个必现的问题，假如我们环境开机流程没什么异常的话，应该是不涉及issue对应的场景的
