当前gcc-12.31.1-54在riscv64上构建有报错： ``` [ 5021s] /home/abuild/rpmbuild/BUILD/gcc-12.3.0/obj-riscv64-openEuler-linux/./gcc/xgcc -B/home/abuild/rpmbuild/BUILD/gcc-12.3.0/obj-riscv64-openEuler-linux/./gcc/ -xc -nostdinc /dev/null -S -o /dev/null -fself-test=../../gcc/testsuite/selftests [ 5021s] xgcc: fatal error: unknown spec function 'local_cpu_detect' [ 5021s] compilation terminated. ``` 经查似patch0316、0317引入了这一问题。rv上未定义local_cpu_detect，可能也不支持AI4C、autotune特性，请求开发者帮忙确认处理下。谢谢！ **二、缺陷分析结构反馈** 影响性分析说明： 缺陷严重等级:(Critical/High/Moderate/Low) 缺陷根因说明: 受影响版本排查(受影响/不受影响): openEuler-20.03-LTS-SP4 openEuler-22.03-LTS-SP1 openEuler-22.03-LTS-SP3 openEuler-22.03-LTS-SP4 openEuler-24.03-LTS 修复是否涉及abi变化(是/否): openEuler-20.03-LTS-SP4 openEuler-22.03-LTS-SP1 openEuler-22.03-LTS-SP3 openEuler-22.03-LTS-SP4 openEuler-24.03-LTS
