Please review maintainer general election rules by compliance sig maintainers. In particular, whether the contents of relevant clauses, such as election time and election rules, are reasonable, the voting can be carried out after the review of controversial clauses is completed.

我有以下想法希望与大家交流讨论：
1.将文档标题明确为《Compliance-SIG治理公约》，而非局限于maintainer换届选举；
2.个人认为4个月选举周期较为频繁，建议修改为6个月，避免因频繁选举影响Compliance-SIG日常工作推进；
3.建议明确选举时间节点，例如每年1月和7月；
4.成为SIG contributer时间窗口是否要与maintainer换届选举保持一致？
- 个人建议无需保持一致，任意双周例会可推荐或自荐成为SIG contributer，经半数以上maintainer同意即可通过。宽松的政策可以鼓励更多社区成员参与Compliance-SIG活动并重视开源合规工作。

I have the following ideas and hope to discuss with you:

1. Clear the title of the document as Compliance-SIG Governance Convention , rather than limited to the election of maintainer;
2. Personally, I think the 4-month election cycle is relatively frequent, so it is suggested to modify it to 6 months to avoid the impact of frequent elections on the daily work of Compliance-SIG;
3. It is suggested to clarify the election time node, such as January and July of each year;
4. Whether the time window for becoming a sig contributor should be consistent with the election of maintainer?
   -Personal suggestions do not need to be consistent. Any biweekly meeting can recommend or recommend itself as sig contributor, which can be passed with the consent of more than half of the maintainers. Loose policies can encourage more community members to participate in compliance sig activities and pay attention to open source compliance.
