【OLK-5.10】Reserve space in cred and user_namespace for KABI compatibility

A new feature of binding rlimit counters to user namespace has been merged into kernel 5.14, which adds a struct ucounts * member into struct cred, changes the type of ucount_max (and ucount) in struct user_namespace (and struct ucounts), and implicitly enlarges UCOUNT_COUNTS by adding new elements into enum ucount_type.

We believe it's a promising feature that is very likely to be merged into OLK-5.10 within the next four years, although it wouldn't happen soon due to the large size of the patchset. Therefore we reserve fields in relevant structs in advance to avoid KABI changes in the future.
