[OLK-5.10] 增加ARMv8.x DGH指令支持

asm-generic: introduce io_stop_wc() and add implementation for ARM64

将arm64 DGH指令封装成io_stop_wc()接口，其他架构实现为空，驱动可以调用该接口进行IO优化
