【标题描述】继承openEuler-1.0-LTS需求，此需求是昇腾定制需求。昇腾芯片Soc存在泰山核和A55核，泰山核上跑Linux，A55上跑其他OS。昇腾解决方案要求A55和泰山核都具备接收LPI中断能力，LPI中断是通过ITS支持的，因此A55和泰山核操作ITS时存在冲突。为解决这个问题，由泰山核操作ITS，并为A55核初始化GICR，建立相关CT表。
