问题根因：
当创建qdisc类型为taprio的qdisc，但是TCA_RATE为非法值。qdisc_create()就会去销毁初始化的qdisc，此时taprio_destroy会被调用。但是定时器已经启动，所以net_tx_action可能会调用一个已经free的qidsc。所以代码中需要等定时器销毁后再继续往下处理。
后续修复补丁：
taprio_reset流程可能会在中断下半部调用，不能使用sleep函数，并且reset流程并不会造成uaf问题，所以需要删除
