【问题复现步骤】
1、对所有盘关phy
2、对其中一块盘开phy
出现概率(必现)
【预期结果】
开phy的盘重新接入，其他关闭的phy不会有动作。
【实际结果】
其他关闭的phy，对应sata盘报phyup link timeout。
