<!-- #请根据issue的类型在标题右侧下拉框中选择对应的选项（需求、缺陷或CVE等）--> <!-- #请根据issue相关的版本在里程碑中选择对应的节点，若是与版本无关，请选择“不关联里程碑”--> 【特性描述】 当今处理器核数越来越多，为了保证CPU算力，往往很多服务器算力都是超过业务需要的CPU算力。这样不仅会出现大量的CPU,IO,内存等资源被浪费的情况，也在某些场景下出现低负载功耗高的情况。 本特性瞄准系统整体功耗和系统资源利用效率，同时要求保障业务QOS，当业务负载低时，在满足QOS的基础上，使用最少的CPU资源，减少CPU迁移、idle切换、cache miss，并且通过测算任务访存带宽实际情况减少跨DIE访问，并尽可能降低系统功耗。当业务负载高时，又可以放宽功耗要求，突破绑核约束，使用更多CPU资源来提升QOS质量，提高CPU资源利用率。 【特性竞争力】 openEuler-20.03-LTS 中移在线计算大数据场景，保证业务性能前提下降低功耗。 【硬件架构】 ARM 【特性约束】 NA 【涉及仓库】 全路径，包括增量修改和新增仓库 【交付个人/团队】 请明确交付责任人，如果有团队支撑，请一并填写团队信息
