[OLK-6.6]在openeuler_config中关闭6.6新增的且不用的config

CONFIG_INITRAMFS_PRESERVE_MTIME
引入新功能，用于指示内核在创建initramfs文件系统时是否保留文件的修改时间，即在initramfs中的文件在之后被复制到根文件系统中时将保留它们在initramfs中的原始修改时间。一些应用程序和工具可能会用到这个时间。此功能没用到，因此需要在openeuler_defconfig中改为关闭。

CONFIG_CMDLINE_FROM_BOOTLOADER
新增功能。用于启用从引导加载程序（bootloader）获取内核命令行的功能。当该选项启用时，内核会尝试从引导加载程序获取命令行参数，而不是使用编译时指定的默认参数。这个功能通常用于在系统启动时动态指定内核参数。此功能没用到，因此需要在openeuler_defconfig中改为关闭。
