网讯网卡组vlan失败

**【标题描述】**
    采用openEuler 5.10.196的内核提供的网讯网卡驱动。网卡配置后能ping通，但是TCP连接异常，组vlan网失败。
**一、缺陷信息**
采用openEuler 5.10.196的内核提供的网讯网卡驱动。网卡配置后能ping通，但是TCP连接异常，组vlan网失败。通过ehtool -i 网卡名 查看 驱动版本为ngbe 1.2.2oe。之前采用三方提供的驱动版本1.2.1能正常组vlan网，更新内核后，采用欧拉自带的网讯网卡驱动后组网异常。

网讯网卡，固件版本为：firmware-version: 0x00010015

软件信息
- OS版本及分支信息 ：openEuler 22.03
- 内核信息 5.10.196
- 发现问题的组件版本信息 ngbe 1.2.2oe
网络信息
重启服务器以后，停掉了包括 cilium 在内所有的容器，然后创建在 242 和 70 上手工创建了点对点 vxlan 隧道，命令是这样的：
# 172.28.118.242 和 172.28.118.70 同时执行
export LOCAL_IP=172.28.118.242
export REMOTE IP=172.28.118.70
export LOCAL_VXLAN_ADDR=10.100.1.2/24
export REMOTE VXLAN ADDR=10.100.1.3/24

# 172.28.118.242 执行
ip link add vxlan99 type vxlan id 8888 dstport 4789 remote ${REMOTE_IP} local ${LOCAL_IP}
ip addr add ${LOCAL_VXLAN_ADDR} dev vxlan99
ip link set vxlan99 up

#172.28.118.70 执行
ip link add vxlan99 type vxlan id 8888 dstport 4789 remote ${LOCAL_IP} Local ${REMOTE_IP}
ip addr add ${REMOTE_VXLAN_ADDR} dev vxlan99
ip link set vxlan99 up

收到 vxlan 数据包内容有问题，内层的 port 端口和实际对不上

组网后可以相互ping 通，但是 tcp 不能握手成功

抓包信息：tcpdump 发现有大量 TCP Retransmission。
