标题 No.9 - iSula 相关项目支持编译 Debian 包

描述当前 iSula 相关项目，只支持 rpm 编译方式（提供了spec文件）。但是 Debian 相关的系统上面需要源码编译，所以存在编译不方便的问题。因此，需要提供 Debian 打包的支持。
