新需求提供了什么功能？

Introduce clean C scenarios
Check for tag in "LiteralGetXXX" API
New API: FunctionEnumerateNestedClasses, ClassGetParentFunction, FunctionGetParentFunction, gGetNumberOfParameters + tests
Renaming:
- iCreateCatchPhi -> bbCreateCatchPhi
- FileAddExternalModuleDynamic to avoid overloading
- fileAddExternalModule -> fileAddExternalArkTS1Module
- BBclear -> BBremoveAllInsts
CreateLiteralArray bugfix
Some codecheck fixes
Some minor fixes
