【标题描述】isulad安装失败，导致多个依赖isulad的包安装失败
【环境信息】
软件信息：
1） OS版本及分支:/openEuler-20.03-LTS-SP3/openeuler-2021-11-22-09-58-58/
2） rpm包版本:iSulad-2.0.10-1.oe1.aarch64 iSulad-2.0.10-1.oe1.x86_64
【问题复现步骤】
1.yum -y install lxcfs-tools（该包依赖isuload）
2.yum -y install syscontainer-tools
openeuler-ci-bot

问题已解决，安装卸载均无异常，回归测试通过
