问题原因：nodejs-clean-css在4.0.0版本及以后源码不再提供bin/cleancss,所以导致命令不可用
上游移除：https://github.com/clean-css/clean-css/commit/2b5e3f3d5244c8f20409d88d747d4c35bc292507
解决办法：移除多余代码
23.09 rc2确认已修改：
