问题原因：安装依赖阶段 tzdata 由tzdata-2022a-8.oe2203.noarch 升级到 tzdata-2022a-8.oe2203sp1.noarch 失败。
经排查确认升级失败的原因是：ebs在docker run的时候增加了 -v /etc/localtime:/etc/localtime:ro 导致的。
需要ebs修改容器启动参数。

obs-server在ebs已构建成功，关闭issue
