python-estimator 的版本应与 tensorflow-tensorflow 的版本一致，master与23.09中均为2.10版本，符合预期。
当前问题在于 23.03 中的 python-estimator 版本过高（2.11），高于 23.03 中的 tensorflow 版本（2.10）。

python-estimator版本暂不升级，维持2.10，原因如下：

1. 根据历史版本结论，当tensorflow==2.10.0时，python-estimator版本应>=2.10.0且<2.11.0，否则tensorflow需要进行单独适配；目前23.09对应的tensorflow版本为2.10.0，故当python-estimator维持低版本2.10，暂不升级；
2. python-estimator未被除tensorflow以外的包依赖，当前版本不升级无其他影响。

备注：截止至2023.9.4，tensorflow暂未成功构建，无法在OBS中看到对应软件包

同意以上观点，23.09版本tensorflow-estimator软件包维持当前版本，可以不做升级：
