服务启动报错openssl插件加载出错，是由于使用了 --with-fips-mode=2 参数
根据上游issue及代码，OpenSSL FIPS还不支持openssl 3.0

使用compat-openssl11-devel(openssl-1.1.1版本)替换openssl-devel(openssl-3.0版本) 作为编译依赖解决
