systemd-vconsole-setup要加载凭证，凭证的优先级有高中低，该告警信息是低优先级的凭证文件不存在。systemd-vconsole-setup会先判断低优先级的文件，再判断高优先级的文件。高优先级的凭证文件均存在，低优先级的凭证文件不存在并无影响。
