【OLK-5.10】nbd 加载/卸载模组和 alloc config并发导致 panic

目前，nbd申请资源(alloc config)没有拿模组引用计数，导致nbd相关操作与nbd加载/卸载模组并发会导致panic

修复方案为nbd申请资源前先获取模组引用计数，防止模组被卸载
