master/22.03-LTS/22.03-LTS-Next/分支升级至1.2.3版本

诉求背景：
我们想在openEuler 22.03-LTS-Next, master, 22.03-LTS的软件基线上进行演进，希望openEuler 将musl升级到1.2.3版本

软件概况：
1、当前版本1.2.2是2021/1/15发布的；
2、目标选型版本1.2.3发布时间为2022/4/7，发布时间间距4个月；
3、新版本举证为稳定版本，无重大CVE漏洞，具当前版本有15个bugfix，2个功能更新，并提升了兼容性。
