【23.09 round2】【arm/x86】xdelta自编译失败

【环境信息】
软件信息：
1） OS版本及分支:openEuler 23.09
2）内核信息:openEuler 6.4.0-3.0.0.11.oe2309

【操作步骤】
1、yumdownloader --source xdelta
2、rpm -i xdelta-3.1.0-7.oe2309.src.rpm
3、cd ~/rpmbuild/SPECS/
4、yum builddep xdelta.spec
5、rpmbuild -ba xdelta.spec

自编译要在非root用户下运行

上图左侧为非root用户下运行自编译，是成功的。右侧在root用户下运行，出现了issue中提到的失败。
原因：root用户下的no_output用例调用了system('xdelta3 -q -f -e')，在root用户下才会执行成功。对比如下图：

而测试用例期望的结果是失败。所以，自编译要在非root用户下进行
