This PR implements the Sgd optimizer kernel for DSP platforms and adds corresponding unit tests.

Added C++ unit tests using GoogleTest for both FP32 and FP16 data types.
Verified functional correctness by comparing DSP kernel outputs against CPU reference implementation.
