【task from IRCMeeting】 prepare a governance documents for SIG changes

In 2020-01-04 IRC Meeting, We Agreed with the task of prepare a governance document for SIG changes.

We plan to introduce the governance, application, change, and launch mechanism process of SIGs, as well as the responsibilities of the member.

We also welcome to collect everyone's requirements.
