cdi spec格式和version不匹配

问题描述及重现步骤
cdi spec文件使用不符合规则的格式：

如果spec或者device层级使用annotations字段，要求cdi_version字段为v0.6.0版本
如果device_nodes使用了hostPath字段，要求cdi_version字段为v0.5.0版本以及以上
如果mounts使用了type字段，要求cdi_version字段为v0.4.0版本以及以上
实际结果为：即使使用的字段和版本不匹配，也可以读取spec
预期结果
不匹配version的cdi spec无法被isulad识别，日志会打印提示该spec至少要求version为多少
