【实现内容】:
通过使分区表的relallvisible标识能成功被vacuum操作刷新，可以使分区表的仅索引扫描代价被正确估算。在按索引列排序的场景下可以直接使用仅索引扫描。
举例：
创表并插入数据：

【根因分析】:
对于上面的SQL，之所以修复前没有走仅索引扫描是因为分区表上的所有分区对应的relallvisible的值始终为0，在计算代价时会认为需要回表扫描，代价就会变高。

【实现方案】:
修改src/gausskernel/storage/access/heap/visibilitymap.cpp中的visibilitymap_count函数，在遇到分区表时找到正确的file进行统计。

需要注意的是，vacuum的机制决定了在插入数据后立马对表进行vacuum不一定会刷新其统计信息。vacuum操作开启时的xmin使用的是t_thrd.xact_cxt.ShmemVariableCache->recentLocalXmin这个变量，而插入数据的操作xid很可能大于它。这样尽管事实上vacuum执行时测试表已经完全可见，但是因为其他后台事务导致recentLocalXmin偏小，从而无法刷新测试表的统计信息。
同时需要注意测试的数据量需要稍多一些，不然if (compare_fractional_path_costs(sortedpath, &sort_path, tuple_fraction) > 0)的判断逻辑不成立。

因此这里没有增加测试用例，目前推进recentLocalXmin值的方法比较好用的就是重启数据库。。不容易实现到regress测试中，该特性需要手动测试。

【其他说明】:
同上面提到的原因，在修复了这个bug后，src/test/regress/expected/gpi_cluster_02.out这个用例会变得不稳定，之前因为bug永远是0，但是现在有时候可能会有值。所以这个用例也改了一下。
