Support Receiver Type to be Type Parameter in Function with Receiver · Pull Request !3907 · OpenHarmony/arkcompiler_ets_frontend

Issue: #IBJ3UJ

Reason:
According to lastest ArkTSSpec, the type of receiver in Function with Receiver can be ETSTypeParameter.

Description:
Enable the type of receiver can be ETSTypeParameter in CheckExtensionMethod
