Enum Refactor: Clear primitive enum type · Pull Request !4043 · OpenHarmony/arkcompiler_ets_frontend

### Description
Removing primitive enum type, and keep only boxed Enum after enumlowering phase.

### Reason
1. Refactor the enumlowering phase, and enumpostcheckingphase
2. remove primitive enum types, and only kepp reference type
3. forbid stringenum casting to int
4. Generating 'instanceof' tree for casting union which contains enum to enum or string, int.
5. Remove TSEnumDeclaration after enumLoweringPhase. Enum will act as Class

**Unsupported features for enum (planned to be implemented in part 2):** 
1. constant to enum conversion
    let a : Color = 5  ( if there is Color.xxx enum with value 5, then it is equivalent to let a : Color = Color.xxx)
2. CTE if constant to enum casting conversion failed to match enum value
    let a : Color = 5 as Color ( if there is no Color.xxx with value 5, then CTE is raised)
