### **Reason**
The checker layer did not reject accessors (get / set) declared outside of classes, which led to invalid syntax being accepted and later runtime crashes.

### **Description**
Added a validation in the ETS checker to reject out-of-class accessor declarations.

This prevents invalid code from reaching later compilation stages.

Ensures semantic correctness and aligns with language specifications.
