### **Description**
Fix fuzz crash cased by repeated declaration

### **Reason**
Returns null when a duplicate declaration is found in scope.

```
Variable *Scope::AddLocal(ArenaAllocator *allocator, Variable *currentVariable, Decl *newDecl,
                          [[maybe_unused]] ScriptExtension extension)
{
    VariableFlags flags = VariableFlags::LEXICAL;
    switch (newDecl->Type()) {
      ......
        default: {
            if (currentVariable != nullptr) {
                return nullptr;
            }
      ......
        }
    }
}
```

### **Scheme**
return  currentVariable when a duplicate declaration is found in scope.
