### 原因（目的、解决的问题等）
We need to upgrade toolchain from llvm12 to llvm15 and there are something to change in build framework.

### 描述（做了什么，变更了什么）
1. Change the llvm version from 12.0.1 to 15.0.4
2. There are some strings encoding the path to llvm libs which contains the llvm version, it needs to be changed
3. LLVM15 changes the layout of libc++.so, we need to change the path to adapte to the new layout
4. LLVM15 changes the visibility of "__emutls_get_address" from hidden to default, see [llvm code](https://gitee.com/openharmony/third_party_llvm-project/blob/llvm-15.0.4-ohos/compiler-rt/lib/builtins/emutls.c#L377) and [llvm review](https://reviews.llvm.org/D107127) for more details.
This symbol is in libclang_rt.builtin.a and appear in libc++.so in llvm15 due to its visibility. For normal libraries, this does not make much changes (it will add libc++.so into its needed and the symbol needs to be relocated) because libc++.so is in system library path (/system/lib/), however it becomes a problem for the libraries in startup stage. The init is started in ramdisk partition, not in system partition. The library in startup stage calls the symbol but fail to find libc++.so because libc++.so is not in ramdisk. 
Currently our build command contains the libclang_rt.builtin.a and libc++.so(-lc++), the compiler will search the list and bind the symbol when it is found in the first time. The default build command is:

The libc++.so is in front of libclang_rt.builtin.a and if we check the output library we can find it is binding to libc++.so:

If we change the order of libc++.so and libclang_rt.builtin.a, and we get the opposite result:

Currently the solution is add libclang_rt_file before c++ in ohos_shared_library, this can change the build command and make libclang_rt_file in front of libc++.
After we add libclang_rt_file into template, we can remove it from runtime_library config, however this  can cause failure:
