**What does this PR do / why do we need it**:

2.4版本社区在初始化逻辑中增加了has_triton_package接口调用

```

**由于该接口的实现问题，在torch_npu引用torch._dynamo时，如果进程工作目录中存在同名triton文件夹，将触发异常**
