**What does this PR do / why do we need it**:

1. 删除`vllm_mindspore/model_executor/layers/quantization/base_config.py`中所有重写，因为所有类都是抽象的，重写没有意义且增加版本适配成本；
2. 对`vllm.model_executor.model_loader.utils.device_loading_context`打patch，该函数是实现to_device操作的，MindSpore\MSAdapter无对标接口，且无需该操作；
3. 对`from vllm.model_executor.layers.quantization.get_quantization_config`重写，原patch直接返回`None`，重新实现以支持vLLM-Mindspore的Native量化功能；
4. 若干公共代码适配。
