[Proposal for oVirt SIG] Apply to add a new oVirt SIG · Pull Request !182 · openEuler/community

**What this PR does / why we need it**:

Hi community, this PR is going to add a new oVirt SIG.

oVirt is a popular open source solution for enterprise virtualization. We are very pleased to make a proposal to introduce oVirt into openEuler community.

We are all proficient in oVirt and also active contributors to the oVirt community. Furthermore, I am a member of oVirt developer team and a maintainer of two projects within oVirt community.

The latest stable version of oVirt is 4.3.8. The release schedule is as below:
- One or two months for a new patch version
- About twelve months for a new minor version
- No strict timeline for the major version, usually follows the minor version increases
