What this PR does / why we need it: fix bug of README.md。 在 “安装->执行安装” 部分的 “密码复杂度要求” 中，误用了 “~” 指示字母、数字范围，gitee 渲染时会认为这是 “删除线”， 该 PR 将 “~” 修改为 “-” 。

总之， markdown中尽量少使用成对出现的 波浪号 “~”。
