**What type of PR is this?**

**What does this PR do / why do we need it**:
Thread bind core细粒度绑核测试用例整改结果，5个st涉及：
1. 验证`mindspore.runtime.set_cpu_affinity`使用自动化绑核场景，覆盖自动获取环境npu-cpu亲和且绑定master线程方式功能。
2. 验证`mindspore.runtime.set_cpu_affinity`使用自定义传入绑核策略场景，手动传入`affinity_cpu_list`和`module_to_cpu_dict`；覆盖自定义指定绑核cpu核范围段以及指定绑定热点线程master、runtime、minddata、pynative场景，覆盖`module_to_cpu_dict`传入other（非热点线程场景），覆盖`module_to_cpu_dict`模块中传入越界idx场景。
3. 验证`mindspore.runtime.set_cpu_affinity`传入空`module_to_cpu_dict`场景，不会给任何热点线程绑定。
4. 验证`mindspore.runtime.set_cpu_affinity`传入不存在`affinity_cpu_list`异常场景，报错拦截，不使能绑核功能，日志明确。
5. 验证`mindspore.runtime.set_cpu_affinity`重复设置异常场景，报错拦截，不使能绑核功能，日志明确。

主要变更：
1. 自动化绑核，添加对模块热点线程的校验。
2. 自动化绑核以及自定义传入绑核策略验证网络归一，统一用jit+动态shape网络校验；归一`test_bind_core_manual`和`test_bind_core_manual_dynamic_shape`。
3. 新增用例`test_bind_core_empty_module_assigned`，验证传入空`module_to_cpu_dict`场景。
