**功能描述**
本次提交主要为MindSpore自定义算子库新增基于Ascend上ScatterNdUpdate算子的支持。该算子实现了基于索引的张量散射更新功能，能够在指定位置根据索引将更新值散射到目标张量中。
**主要功能特性**
1. 原有自定义算子库缺少高效的张量散射更新操作；
2. 实现scatter_nd_update算子前段定义， 后端(静态图和动态图流程注册)；
3. 增加校验相关算子的精度ST用例；

**技术实现细节**
接口定义

接口定义原型:

```
**测试验证**
算子功能正确性测试:
1. 基础功能测试：验证算子在各种输入情况下的输出正确性
2. 数据类型测试：验证不同数据类型（float16/float32/int32/int64）的兼容性
